Server not responding on iphone jlbgr

can’t get Cox email on my iPhone. But I can get it on my iPad. It says at bottom of mail app, The mail server pop.cox.net is not responding. Verify that you have entered the correct acct info in mail settings.

When trying to open Safari getting message "Safari could not open page because the server stopped responding" . how is this resolved? the mail server "imap.tools.sky.com" is not responding.
